To people having the same issue when clicking 'Open' instead of 'Saving' downloaded file, I have found solution that does not require disabling UAC.

Open properties of that directory and go to Security tab. In my case there was information that for some reason there is absolutely no security rule applied. I had to click 'Advanced' button and then 'Add' button on 'Permissions' tab, then click the 'Select a security principal' link and type 'Everyone' or equivalent in your language. Select 'Full control' and apply to all subdirectories. There might be some warnings but just press continue until process is finished.
